unable to install application due to windows smart app

I can't load the program on my new to me hp spectre laptop. windows 11 home, Intel core i7    the smart app firewall keeps coming up and there isn't an option to Run Anyway, just ok, leave feedback,    i did what google said, Run as Admin.  didn't work, Go to properties and general tab, unblock, apply and ok, didn't work. Went to privacy and security, and added an exclusion for the file, didn't work..
I don't want to turn off protection as a disclaimer on the google answer said may have to reinstall windows to turn smart app fully on.

This happens when trying to install the program, during the installation or when trying to launch qtVlm ?

it was to launch application, and i finally got it to work. I had to disable the firewall protection, and it worked. Never had a problem with previous windows tablets or laptops. I would get a warning that this app was off the web and then choose option to run anyway.
