OK I d-checked wiring and all squares up but the AP doesn't track (NO NAVIGATION DATA) and nor the VHF DSC Radio or the NAVTEX receive the position fix (unless I check "Retransmit all").  Since I was running dry of clues i tried another approach.   I switched to OpenCPNand configured COM2 as output port and played with the sentences to be transmitted.
Attached is the screenshot of the settings.  With that the AP can track , the VHF radio and the Navtex can receive the position information.

Since both qtVlm and OpenCPN run on the same notebook and use the same COM ports and the network downstream is the same for both, I would infer that there is something I do wrong in qtVlm settings or else qtVlm is not transmitting some essential sentence required for the position fix.  I can't figure out any way to intercept the actual output on COM2 unfortunately while the port is in use or else it would be easier to find what is actually there and what is missing instead.

My guess is that is something related to the GPS information. The AIS is talking the Position Info into the Notebook via COM7, but openCPN relay the info on COM2 while qtVlm fails to do that unless "Retransmit All" is selected. That would explain the strange behavious of the VHF and Navtex but doesn't explain why the AP is not tracking in spite of Retrans-All selected.
