OK,
There are 2 possibilities for the button doing nothing:
Either there is no internet (can you download a grib file for instance?), or qtVlm was unable to calculate an hardware id. Do you have a valid hwid in Configuration->Charts->S63 ?

I am just on my way back to the boat. There is full time internet and it is definitely working. Everything else in qtVlm seems to work and yes we can download a live grib.
In terms of S63 Hardware ID. I will check when I get on board.
If I need to generate a new one what is the best process?

There is no way to force the generation of an hw-id. It is generated each time qtVlm starts. Common case there is no HW-ID is if you are running on a VM.. Let's see what you get in this field.

OK, I didn't realize I needed a permit for VMH charts. Just for S63 charts which I don't believe they are.

I have purchased a new permit. Receipt number: 9EK23897KK2631317
There is no Hardware ID in the box on the screen
This is not a VM it is a dedicated Intel PC running Ubuntu 18.04.5

You don't need a permit for VMH charts, I just wanted you to tell me if you have a HW-ID. You should not have purchased it.
If it is not a VM then there is something really weird if hw-id is empty.
Can you please tell me if you have a file named "machine-id" either in
/etc
/var/lib/dbus
/var/db/dbus
/usr/local/etc
if not can you try to find it on the disk, with something like
sudo find / -name machine-id -print
